The legislation menu is used for (1) registering bill titles and (2) submitting completed bills that have already registered under that bill's title.
The Pending Titles section allows users to view all titles they have access to (varies based on student, advisor, and state coordinator). Titles that appear here are not completed; they have only been issued a number (automatically) and are in pending status until approved by (1) the student-author, (2) that student's advisor, and (3) a state coordinator.
The Pending Files section allows users to view all approved bill titles that still need to have completed bills attached (in the form of a PDF) via upload. Users have access Pending Files based on their role (varies based on student, advisor, and state coordinator). Entries that appear here are not completed; they have only been issued a number (automatically), have had their title approved, and are in pending status until (A) the student uploads the completed bill and (B) the completed bill is then approved by (1) that student's advisor and (2) a state coordinator.
The bill submission process begins by adding a new title for consideration and approval by the state coordinators. New titles are automatically assigned a number based on (1) the student-author's chamber and (2) sequentially.
To register a new title, click the "+" button in the top-right corner of the Pending Titles section.
